If a buyer's broker is involved, the commission is split between listing and selling broker. Some brokers charge a flat listing fee plus reduced commission. New-build commissions from the manufacturer are separate — typically 3-5%. Should I use a yacht broker to buy a used yacht?

Yes. A buyer's broker costs the buyer nothing — the seller pays the commission. A good buyer's broker pre-screens listings, identifies defects from listing photos, negotiates price, coordinates survey and sea trial, manages the escrow process and handles documentation. They know fair market values, which surveyors to recommend, and which listings have been sitting because of hidden problems. The only scenario where a buyer's broker adds no value is when buying direct from a manufacturer with fixed pricing.
